If you acknowledge a problem which has
proven to be persistent, you also acknowledge
that status quo is not capable of solving it.
That's why you introduce polices which seeks to
solve the problem. To say that society can still
handle itself and is still enough to solve the
unsolved problem is therefore stupid - naive,
even.
